O Diário Oficial do Estado do Rio de Janeiro publicou, nesta terça-feira (18), a demissão ex officio do capitão da Polícia Militar Fábio da Silva Ferreira. A medida, que representa uma sanção disciplinar rígida após um longo processo legal, ocorre quase 20 anos depois de o oficial ter sido flagrado extorquindo um traficante no município de Volta Redonda. A decisão final, assinada pelo governador em exercício Ricardo Couto, consolida o entendimento de desembargadores do Poder Judiciário fluminense pela exclusão do agente dos quadros do Estado.

O caso remonta a 2007, quando uma interceptação telefônica da Polícia Federal flagrou o capitão negociando o pagamento de R$ 5 mil para liberar a parceira de um criminoso, que havia sido detida com 18 kg de maconha. O episódio evidencia os desafios históricos enfrentados na segurança pública fluminense e a necessidade de reformas estruturais e mecanismos mais ágeis de controle interno e correição, bandeiras amplamente defendidas por setores progressistas para garantir a integridade das instituições policiais.

A denúncia formal na Justiça ocorreu em 2012, resultando na condenação do oficial a oito anos de prisão, confirmada em segunda instância em 2016. Após cumprir pouco mais de três anos de pena, Fábio obteve liberdade condicional no fim de 2018 e, surpreendentemente, retornou às atividades internas na PMERJ. Ele chegou a realizar o Curso de Aperfeiçoamento de Oficiais em 2019 e atuou em setores administrativos do 10º BPM (Barra do Piraí) durante o ano de 2020, enquanto aguardava o desfecho de seu Conselho de Justificação.

A lentidão de quase 20 anos para a conclusão do processo administrativo reforça o debate sobre a urgência de modernização e transparência na gestão pública e na segurança do Rio de Janeiro. Políticas públicas integradas e o fortalecimento do controle social sobre as polícias são fundamentais para evitar que agentes condenados por crimes graves permaneçam na estrutura do funcionalismo público, assegurando uma segurança cidadã e voltada para a defesa dos direitos humanos.
